Appropriates and authorizes funding for collective bargaining cost items negotiated with Unit 9 bargaining representatives for fiscal years 2009-2011, with separate allocations for general operations, judicial administration, and the Hawaii health systems corporation.

Provides appropriations for salary increases and cost adjustments for state officers and employees excluded from collective bargaining under chapter 89C, Hawaii Revised Statutes, covering fiscal biennium 2009-2011.

Allocates funds to the Hawaii employer-union health benefits trust fund to cover health benefit costs included in the Unit 9 collective bargaining agreement for fiscal years 2009-2011.

Requires the director of finance and chief justice to allot appropriated funds to respective state departments and agencies in their respective fiscal years for implementation purposes.

Takes effect on July 1, 2009, with any unencumbered funds lapsing on June 30, 2010, and June 30, 2011.
