Appropriates and authorizes funds for collective bargaining cost items and salary adjustments negotiated with Unit 13 (bargaining unit) for fiscal biennium 2009-2011, with all appropriations listed as -0- for General, Special, Federal, and Other Funds.

Extends same salary increases and cost adjustments to state officers and employees excluded from collective bargaining under Hawaii Revised Statutes chapter 89C, maintaining compensation parity with bargained Unit 13 employees.

Allocates funds across multiple state entities including the Department of Education, Hawaii Health Systems Corporation, and the Judiciary, with allotments to be distributed by the Director of Finance or Chief Justice as appropriate.

Authorizes Hawaii employer-union health benefits trust fund costs for excluded state officers and employees who belong to the same compensation plans as Unit 13 members.

Effective July 1, 2009, with all unencumbered funds lapsing on June 30, 2010, and June 30, 2011, and costs paid proportionally from federal, special, or other funds where applicable.
