HI SB2007

Amends HRS §37-31 to prohibit the governor and director of finance from restricting funding, suspending, or abolishing legislatively-authorized programs with appropriated funds unless specifically authorized by law or during a declared emergency.

Modifies HRS §37-36 to add a requirement that the director of finance cannot reduce allotments below the amount needed to adequately execute the intended purpose of existing legislatively-authorized programs, except by legislative act or emergency declaration.

Updates HRS §37-37 to prevent revenue shortfall reductions from decreasing allotments below amounts required to adequately execute existing legislatively-authorized programs, unless specifically authorized by law or done pursuant to an emergency declaration.

Amends HRS §37-65 to explicitly restrict the governor from using budgetary powers to restrict funding or suspend/abolish legislatively-authorized programs unless authorized by law or emergency declaration.

Clarifies in HRS §37-66 that the legislature has sole power to establish new programs or suspend/abolish existing programs requiring public appropriations and expenditures.
