HI SB2026

Establishes a $60 parole service fee collected by the Hawaii paroling authority from parolees, except those serving life sentences without parole eligibility.

Waives the fee if the parolee is unable to pay or if only partial payment is made; fee does not prevent parole authorization.

Allocates collected fees with 80% deposited into a new parole services special fund and 20% into the crime victim compensation special fund.

Requires restitution and crime victim compensation payments to take priority over the parole service fee when court-ordered debts remain unsatisfied at time of parole.

Effective July 1, 2050.
