HI SB2030

Requires the State to pay 15% annual interest on amounts owed to health plans contracted under Hawaii's Medicaid (QUEST) program if payment is delayed beyond contract terms, with exceptions for bona fide disputes, labor disputes, power failures, fire, or acts of God.

Automatically suspends interest accrual under Hawaii's clean claims law (Section 431:13-108) when health plans fail to pay claims within required timeframes due to late payment from the State, federal government, or political subdivisions for Medicaid services.

Appropriates funds from the hurricane reserve trust fund for fiscal year 2010-2011 to address Medicaid shortfalls, reduce payment delays to plans and providers, extend Medicaid coverage to Compact of Free Association migrants, and address increased Medicaid enrollment.

Authorizes the Department of Human Services to expend up to $140,000,000 in matching federal funds for fiscal year 2010-2011 related to Medicaid purposes.

Effective date: July 1, 2050.
