HI SB2040

Exempts all permanent and temporary public employees whose positions are funded in full or in part by non-general funds from furloughs and reductions in force.

Applies to positions funded by special funds and other sources outside the state's general fund.

Defines "furlough" as the temporary placement of an employee in non-duty, non-pay status for non-disciplinary reasons.

Takes effect upon approval.
