Appropriates $1 or so much thereof as may be necessary from general revenues for fiscal year 2010-2011 to support domestic violence shelters statewide.

Finds that domestic violence is a significant social problem in Hawaii with approximately one death per month and shelters serving about 1,000 adults and 1,100 children annually.

Notes that shelters face financial difficulties and increased consumer needs since 2004, including substance abuse, mental health issues, child abuse, homelessness, and lack of employment or parenting skills.

Requires the Department of Human Services to expend the appropriated funds for domestic violence shelter support.

Takes effect July 1, 2010.
