Increases the maximum fine for violating litter control laws from $500 to $1,000 per offense under Hawaii Revised Statutes section 339-8.

Requires all fines collected under section 339-8 to be deposited into the environmental management special fund established under section 342G-63.

Authorizes the department to expend moneys from the environmental management special fund to fund litter control and enforcement programs through contracts or transfers to state or county agencies that enforce chapter 339 or section 708-829.

Maintains existing penalties requiring violators to perform four hours of litter pickup or community service for first offense and eight hours for subsequent offenses.

Effective date December 21, 2058.
