Limits state and county contributions for health benefit plans of retired employees to the amount of the monthly Medicare Part B premium paid by persons in the lowest income level under Medicare Part B, effective July 1, 2010.

Amends Section 87A-33 of Hawaii Revised Statutes to replace the previous base monthly contribution amounts ($218-$928 depending on plan type) with the new Medicare Part B premium-based cap.

Ends the annual adjustment mechanism that previously increased contributions based on Medicare Part B premium rate changes, which had been in effect from July 1, 2005 through June 30, 2009.

Applies to contributions for retired state and county employees who meet specified eligibility criteria, including those who retired before July 1, 1984, disabled employees, and employees hired before July 1, 1996 with ten or more years of credited service.
