Authorizes the Hawaii Housing Finance and Development Corporation (HHFDC) to grant no-interest low-income housing tax credit loans to offset devalued state low-income housing tax credits resulting from the economic crisis.

Committee amended the bill to set the effective date as July 1, 2020, to allow for further discussion.
