Requires the Department of Education to preaudit all proposed payments of $10,000 or more to determine propriety of expenditures and compliance with applicable laws, executive orders, and rules.

Requires the University of Hawaii and Department of Education to preaudit samples of proposed payments under $10,000, with sample size comprising at least 5% of the population as determined by each institution's chief financial officer.

Extends fiscal autonomy previously granted to the University of Hawaii and Department of Education until June 30, 2015 (previously set to expire June 30, 2011).

Authorizes the comptroller to issue warrants for fund releases to these entities in amounts and at times mutually agreed upon with the governor or director of finance, subject to allotment ceilings.

Effective retroactively to April 30, 2010.
