Streamlines the process for the Department of Education to obtain approval from the State to indemnify, defend, and hold harmless county agencies and their officers, agents, and employees for public school purposes and functions on county facilities.

Authorizes the Governor to delegate authority to indemnify county agencies to the Superintendent of Education or Deputy Superintendent of Education, rather than providing this authority directly by statute.

Allows an indemnity provision agreed to by the Governor to serve as approval for all public school purposes or functions on county properties for the remainder of the same school year, with Governor approval required for future school years.

Enables public schools to continue regular use of adjacent county parks and other county facilities for playgrounds, physical education activities, and special school events.

Takes effect upon approval.
