Increases the number of cannabis plants allowed for qualified patients from 7 to 10 plants to accommodate grower error and provide sufficient cannabis for various delivery methods including vaporizers, butters, and tinctures.

Allows registered caregivers to care for more qualified patients simultaneously to help patients find high-quality caregivers without sacrificing access to medical cannabis.

Permits any attending physician to prescribe medical cannabis, recognizing that severely ill patients often work with multiple specialists beyond their primary care physician.

Authorizes registered qualifying patients or primary caregivers to provide usable cannabis or cannabis plant parts to other registered patients or caregivers.

Requires prescribing physicians to send a copy of written certification to the patient's primary care physician if one exists, and establishes optional reimbursement provisions for primary caregivers.
