Permanently establishes the authority of judges of the Intermediate Court of Appeals (ICA) to subpoena witnesses, compel production of evidence, and administer oaths.

Addresses the impending repeal of Act 148, Session Laws of Hawaii 2008, which granted these powers and is scheduled to expire on June 30, 2010.

Ensures ICA judges retain clear statutory authority to exercise these powers during proceedings, particularly in cases where statutes permit direct appeals to the ICA with new evidence on appeal.

Committee on Judiciary and Government Operations determined that continuation of these powers is necessary for ICA judges to fully carry out all of their responsibilities.
