Amends Hawaii Revised Statutes Section 604-3 to authorize the chief justice of the supreme court to temporarily assign a circuit judge to district court.

Expands existing authority to designate judges to cover situations where a district judge is unavailable due to vacancy, disqualification, illness, temporary absence, or other reasons.

Circuit judges would exercise all powers of a regularly appointed district judge while assigned to district court.

Effectiveness is contingent upon ratification of a constitutional amendment that establishes the chief justice's authority to temporarily assign circuit judges to district court.
