Increases per diem stipend for out-of-state witnesses in criminal cases from $110 to $145 per twenty-four-hour day.

Provides an additional $90 per twenty-four-hour day for witnesses required to travel to a different island when an overnight stay is necessary.

Witnesses remain entitled to actual round-trip plane travel costs plus the applicable per diem amount to cover personal expenses such as lodging and food.

Addresses the legislature's finding that static per diem amounts have created an economic barrier discouraging out-of-state witnesses from testifying in Hawaii court proceedings.

Effective date: July 1, 2050.
