Amends Hawaii Revised Statutes Section 76-75 to allow county mayors, in addition to the merit appeals board, to appoint and remove personnel directors for their respective counties.

Grants each county the authority to determine through its charter whether the merit appeals board or mayor appoints the personnel director.

Establishes that personnel directors must be thoroughly familiar with personnel administration principles and merit-based methods at the time of appointment.

Aligns with Hawaii Constitution Article VIII, Section 2 by supporting county self-governance regarding executive and administrative structure and organization.

Takes effect upon approval.
