Defines "replica firearm" as any device that substantially resembles a firearm or can reasonably be perceived to be an actual firearm.

Expands the offense of terroristic threatening in the first degree to include threatening another person with a replica firearm, in addition to dangerous instruments.

Expands the offense of robbery in the first degree to include being armed with a replica firearm, treating it the same as being armed with a dangerous instrument.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that existed before the effective date.
