Expands violation liability to include both drivers of vehicles and registered owners of vehicles parked illegally in disability spaces.

Reduces fine for persons with disabilities who have valid placards or license plates but fail to display them from $250-$500 to $25-$100.

Exempts lessors of rental or U-drive vehicles from liability for violations committed by lessees, with lessor responsibility limited to provisions in section 291D-3.5.

Establishes three methods for issuing citations: handing to the violator, mailing when the violator refuses, or affixing to unattended vehicles.

Requires violators to pay court costs in addition to fines for disability parking violations.
