Increases small purchase procurement thresholds to $750,000 for goods and services, and construction contracts under $750,000 are treated as small purchases under Hawaii Revised Statutes chapter 103D-305.

Requires construction contracts under the increased threshold to include a performance bond equal to one hundred percent of the contract price, secured by an authorized surety company or other acceptable means.

Establishes monthly reporting requirement to the legislative federal economic stimulus program oversight commission for all contracts valued at $25,000 or more, including vendor names, contract descriptions, and award amounts.

Authorizes the legislative federal economic stimulus program oversight commission to monitor contracts awarded under the small purchase exemption and evaluate the transparency and integrity of the bidding and contracting process.

Removes the requirement that sealed construction bids include a detailed list of the nature and scope of work to be performed by each subcontractor and joint contractor.
