Proposes an amendment to the Hawaii Constitution to transfer the power to appoint the superintendent of education from the board of education to the governor.

The superintendent of education shall be nominated by the governor and appointed by and with the advice and consent of the state senate, for a term expiring at the end of the governor's term.

Designates the superintendent of education as the chief executive officer of the public school system.

Removes from the board of education's power the ability to appoint the superintendent, while retaining the board's power to formulate statewide educational policy.

Requires voter approval through a constitutional ballot question asking whether to transfer superintendency appointment authority from the board of education to the governor.
