Establishes a new bargaining unit (14) for emergency first responder medical personnel and water safety officers employed by the State or counties.

Amends section 89-6, Hawaii Revised Statutes to add the new bargaining unit to the list of appropriate bargaining units for collective bargaining purposes.

Grants the governor four votes and mayors one vote each when negotiating collective bargaining agreements for bargaining units (11), (12), and the newly created (14).

Includes the new bargaining unit (14) in section 89-11 procedures for resolving impasses between public employers and exclusive representatives through mediation and arbitration.

Requires employers and public sector unions to submit a report to the legislature twenty days before the 2011 regular session identifying workers to be migrated to bargaining unit (14) and detailing necessary statutory amendments; new unit takes effect no later than July 1, 2011.
