Creates new ballot issue committee requirements, restricting contributions and expenditures to ballot questions only and prohibiting candidate-related activities, with surplus funds required to be returned to contributors or donated to charitable organizations within 90 days of election.

Defines "automated phone call" as outbound calls or recorded messages advocating for or against candidates or ballot issues, and requires required disclaimers to be stated at the beginning of such calls.

Requires advertising disclaimers and sponsor information to be included on every web page containing an advertisement.

Amends contribution deposit requirements to specify accounts must be at depository institutions physically located in Hawaii and insured by federal or credit union insurance.

Repeals the campaign spending commission's authority to adopt a code of fair campaign practices, modifies penalty language from "penalties" to "fines" throughout, and applies changes retroactively to July 8, 2008 for specified sections.
