Directs the legislative reference bureau to analyze economic impacts resulting from reduction in services for the departments of health and human services statewide.

Analysis must include number and types of affected persons, estimated annual dollar losses, impact on other agencies, unemployment effects, workforce adequacy, loss of federal grant funding, and impacts on disadvantaged communities.

Legislative reference bureau shall consult with department of health, department of human services, counties, private sector agencies, University of Hawaii economic research organization, and legislators during the analysis.

Departments of health and human services and University of Hawaii economic research organization must respond in a timely manner to information requests from the legislative reference bureau.

Legislative reference bureau shall submit report with findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2011 regular session convenes.
