Amends salary cap provisions for the Superintendent of Education, Deputy Superintendent, Assistant Superintendents, and Complex Area Superintendents to provide the Board of Education with greater flexibility in determining competitive salaries.

Requires the Commission on Salaries to make salary recommendations to the Board of Education for Department of Education top-level administrators, including the State Librarian.

Establishes an Ad Hoc Committee convened by the Senate President and House Speaker to recommend interim salaries for these positions from July 1, 2010, until the Commission on Salaries' recommendations take effect.

If a constitutional amendment authorizing the Commission on Salaries is not ratified by December 31, 2014, the Ad Hoc Committee remains established with salary recommendations taking effect January 1, 2014, and the Committee is repealed July 1, 2014.

Sets effective date of July 1, 2050, to allow for further discussion on the measure.
