HI SB2282

Establishes a two-year pilot project in a designated school complex area, running during the 2010-2011 and 2011-2012 school years, to demonstrate cost efficiencies of complex-wide resource allocations.

Authorizes the complex area superintendent to reallocate resources among schools within the complex area, including funds, positions for educational officers, teachers, support staff, cafeteria workers, custodial services, and maintenance, when operationally efficient, cost-effective, and educationally sound.

Requires the department of education to submit interim reports to the legislature by November 20, 2010 and November 20, 2011, and a final report by November 20, 2012, detailing budget changes, cost savings, implementation problems, and recommendations for statewide replication.

Takes effect July 1, 2010, with pilot project implementation beginning in the 2010-2011 school year.
