Amends Hawaii Revised Statutes Section 92-21 to change the maximum cost of reproducing government records from "not less than 5 cents per page" to "not more than 10 cents per page."

Applies to copies of government records including maps, plans, diagrams, photographs, and digital data files that are open to public inspection.

Specifies that reproduction costs may include labor, materials, electricity, equipment rental, certification, and other related expenses.

Maintains separate fee structure for geographic information system digital data to be set by agency rules.

Effective upon approval.
