Requires Department of Education civil service employees to receive the same benefits and rights as state executive branch civil service employees regarding transfer, reduction in force, promotion, medical placement, and seniority.

Addresses the failure of the Department of Education to establish a centralized human resources system, despite authorization under Act 51 (Session Laws of Hawaii 2004).

Allows civil service employees to retain certain benefits and rights upon transfers to or from the Department of Education in the absence of adequate administrative rules or procedures.

Received support from two private organizations and one individual; opposition from two state agencies.

Recommended for passage in Second Reading and referral to the Committee on Ways and Means.
