S.B. 2333 Summary

• Removes capacity limits for net energy metering programs and increases the maximum eligible customer-generator capacity from 50 kilowatts to 2 megawatts.

• Eliminates the .5% system peak demand cap that previously restricted utilities from accepting additional net energy metering customers once the threshold was reached.

• Allows existing net energy metering customers to maintain their current contracts even after the public utilities commission establishes alternative compensation mechanisms like feed-in tariffs.

• Reduces safety and performance standard requirements for systems up to 100 kilowatts; systems larger than 100 kilowatts require PUC approval with varying limits by island (500 kW on Oahu, 250 kW on Hawaii and Maui, 100 kW on Molokai and Lanai).

• Requires the PUC to adopt best practices interconnection standards for renewable energy facilities by December 31, 2010, considering standards from other states and federal agencies.
