Implements the federal Military and Overseas Voter Empowerment Act (MOVE) to facilitate voting by military personnel, their families, and overseas civilians

Requires absentee ballots to be mailed to absent uniformed services voters and overseas voters no later than 45 days before elections

Coordinates with H.B. No. 2185, which moves Hawaii's primary election to an earlier date to enable compliance with the 45-day ballot mailing requirement

Sets effective date of July 1, 2112
