Requires the Department of Education to conduct periodic reviews of all non-core programs and submit reports to the legislature no later than twenty days before the 2011 regular session and every five years thereafter.

Department reports must identify all non-core programs with their budget identification numbers, describe alternative funding sources beyond general funds, and recommend possible elimination of some or all non-core programs.

Mandates that the Board of Education close an existing school before opening any new school, with the board establishing a process through administrative rules to implement this requirement.

Aims to improve Department of Education efficiency during economic downturns by narrowing operations to core functions and eliminating underutilized schools before expanding new facilities.

Takes effect upon approval.
