Authorizes the Hawaii Teacher Standards Board to delegate its powers and duties to the Executive Director or other designees, with certain discretionary functions exempted from delegation.

Requires the Board to include expenditure information in its annual report and implement additional teacher licensure renewal requirements with verification procedures.

Mandates the Board review its teacher license renewal process and determine whether license fees should be increased based on implementation of revised fee collections.

Requires the Board to develop a comprehensive plan for transferring nonessential functions and duties to other agencies and clarify respective powers, duties, and responsibilities with the Department of Education.

Responds to findings from the 2009 Auditor's Report (No. 09-05) which identified problems with the Board's management of licensing functions, oversight, and communication with the Department of Education.
