Allows the Department of Education to reprioritize and redistribute appropriated funds as deemed necessary to implement restructuring efforts aimed at efficient and effective operations.

Prohibits reduction of weighted student formula funds below the amounts in effect as of July 1, 2010.

Requires the Department of Education to submit a report to the legislature detailing all uses of this authority no later than twenty days prior to the convening of the 2011 and 2012 regular sessions.

Takes effect upon approval and applies to funds appropriated under the General Appropriations Act of 2009.
