Prohibits operation of all gas-powered leaf blowers statewide.

Restricts electric leaf blower use in residential zones to 8:00 a.m. to 6:00 p.m., Monday through Saturday, excluding state and federal holidays.

Limits electric leaf blower operation time based on property size: 30 minutes for parcels under one-half acre, one hour for one-half to one acre, and two hours for one acre or more.

Prohibits leaf blower operators from blowing debris beyond property boundaries without adjoining property owner consent and from allowing debris to remain on public rights-of-way or others' property for more than 30 minutes.

Establishes penalties of $50 for first violation, $100 for second, $200 for third, and $500 for each subsequent violation, with exemptions for government entities; effective July 1, 2011.
