Allows electric vehicles capable of highway speeds (at least 55 mph) to use high occupancy vehicle (HOV) lanes regardless of the number of occupants in the vehicle.

Adds a definition of "electric vehicle" to Hawaii Revised Statutes Section 291C-221, referencing the definition in Section 291-71.

Requires the director of transportation to develop identification methods for qualifying electric vehicles, including the use of decals.

Amends HOV lane regulations to permit electric vehicles with 55+ mph capability to use HOV lanes on the same basis as motorcycles.

Takes effect upon approval.
