Imposes a statewide ban on consumer fireworks except when used for religious or cultural purposes with a county permit.

Allows counties to opt out of the ban by enacting a local ordinance.

Permits fireworks only during specified times: 9:00 p.m. New Year's Eve to 1:00 a.m. New Year's Day, 7:00 a.m. to 7:00 p.m. on Chinese New Year's Day, and 1:00 p.m. to 9:00 p.m. on July 4th.

Allows up to 5,000 individual firecrackers per permit for cultural uses occurring outside the prescribed time periods.

Effective upon approval.
