Amends HRS §26H-6 to clarify that auditor analyses of new regulatory measures are advisory only and do not limit the legislature's constitutional legislative authority.

Allows the legislature to waive the auditor review requirement if the auditor is unable or unwilling to conduct the review, if immediate implementation is necessary for public health or safety, or if the legislature already possesses sufficient information to assess the regulatory measure.

Maintains the existing requirement that new regulatory measures subject unregulated professions to licensing be referred to the auditor for analysis of probable effects and consistency with regulatory policies.

Effective July 1, 2050.
