Establishes prevailing wage requirements for service contracts exceeding $2,000 with governmental contracting agencies in Hawaii, effective July 1, 2010.

Requires service employees to be paid no less than prevailing wages determined by the Department of Labor and Industrial Relations, consisting of basic hourly rate plus fringe benefits (health, welfare, pension, vacation, training).

Mandates overtime compensation at 1.5 times the basic hourly rate plus fringe benefits for work exceeding 8 hours daily or on weekends and legal holidays.

Establishes enforcement mechanisms including weekly payroll submission requirements, investigation authority, penalties ranging from $25 to $200 per offense or percentage of back wages, and suspension from state contracts for violations.

Allows service employees to pursue civil actions for unpaid wages and overtime, with courts authorized to award attorney's fees and costs against violating contractors.
