Exempts the University of Hawaii from Hawaii's public procurement code (chapter 103D) requirements for goods, services, and construction.

Requires the Board of Regents to develop internal procurement policies consistent with public accountability and procurement practices.

Mandates that design professional services provided by licensed professionals under chapter 464 must still be procured pursuant to section 103D-304, regardless of the exemption.

Allows the Board of Regents to voluntarily use chapter 103D provisions as guidelines without being deemed to have waived the exemption or becoming subject to chapter 103D requirements.

Effective date: July 1, 2050.
