Amends Hawaii Revised Statutes Section 40-53(b) to require all state employees hired before July 1, 1998, who have not designated a financial institution account for direct deposit to establish one by a date to be determined by the comptroller.

Employees hired on or after July 1, 1998, continue to be required to designate a direct deposit account as existing law requires.

Maintains the comptroller's authority to waive direct deposit requirements upon request from the employing department head under prescribed policies.

Direct deposit implementation remains exempt from collective bargaining negotiations under Hawaii's public employee bargaining law (Chapter 89).

Takes effect on July 1, 2010.
