Authorizes the Hawaii Community Development Authority (HCDA) to allow developers to satisfy affordable housing requirements by constructing substitute reserved housing on Department of Hawaiian Home Lands (DHHL) property within the urban core of Honolulu on a one-to-one basis

Defines the "urban core of Honolulu" as the area from Salt Lake and Moanalua to Kahala and Maunalani Heights

Imposes a reserved housing requirement for the Kakaako mauka area of the Kakaako Community Development District for planned developments exceeding 45 feet in height or with a floor area ratio greater than 1.5 on parcels of 20,000 square feet or more

Removes the original 33 percent cap on the percentage of affordable housing requirements that may be satisfied through substitute reserved housing construction on DHHL lands
