Amends Hawaii Revised Statutes Section 183C-4(d) to authorize the Department of Land and Natural Resources to permit renewable energy projects in state conservation districts through administrative rulemaking.

Adds wind turbines, wind farms, solar energy facilities, and low-impact hydropower facilities to the list of permitted uses in conservation districts, which cover approximately 48 percent of the state.

Permits the department to control the extent, manner, and timing of renewable energy uses through rules while maintaining existing prohibitions on unlimited forest cutting, soil mining, and other detrimental conservation practices.

Takes effect upon approval.
