Expands community facilities districts to allow counties to finance educational services in addition to special improvements, including teacher salaries and school operation and maintenance costs.

Educational services funds must supplement, not replace, existing education revenues and can only be financed through special property taxes on district properties.

Requires county councils to appoint a five-member citizens oversight committee from property owners in each educational services district to certify that special taxes supplement existing revenues and make annual school-specific recommendations.

Special taxes for educational services are levied only on properties within the district and have lien priority equal to general real property taxes, subordinate only to existing senior liens.

Effective upon approval.
