Appropriates a portion of the Hawaii Department of Education's annual operating budget for ten years (through June 30, 2020) to support Teach For America in recruiting and training teachers.

Allocates funding for recruitment and selection, professional development, pre-service training, and local program administration for Teach For America corps members in Hawaii schools.

Requires Teach For America teachers hired in Hawaii to be subject to state education law (Chapter 302A) and collective bargaining law (Chapter 89), with Chapter 89 provisions taking precedence in cases of conflict.

Establishes that funding supports Teach For America's efforts to address teacher shortages and help schools achieve adequate yearly progress under the No Child Left Behind Act.

Effective July 1, 2010, and expires June 30, 2020, after which the appropriation and authorizing statute are repealed.
