Amends Hawaii Revised Statutes Section 54-25 to allow county boards of water supply to delegate disbursement authority to their manager and chief engineer through rules and policies adopted under chapter 91.

Permits disbursement warrants to be issued by the county auditor or other county authorized signatory, in addition to current requirements.

Changes terminology from "monies" to "moneys" in the statute.

Allows the board chairperson or acting chairperson to authorize accounts payable vouchers, with delegation option to manager and chief engineer as an exception to this requirement.

Takes effect upon approval.
