Establishes the crime of intentionally or knowingly taking a Hawaiian monk seal (Monachus schauinslandi) as a class C felony under Chapter 195D, Hawaii Revised Statutes.

Imposes a mandatory class C felony conviction for violations, with courts authorized to impose fines up to $50,000 in addition to other sentences.

Addresses recent incidents of intentionally killed Hawaiian monk seals on Kauai and Molokai by providing stiffer penalties than federal law, which the legislature found insufficient to deter harassment.

Does not affect rights, duties, penalties, or proceedings that were established before the Act's effective date.

Takes effect upon approval.
