• Exempts the Kaho'olawe Island Reserve Commission from Hawaii's public procurement code when procuring goods, services, or construction for use in the Kaho'olawe Island Reserve.

• Adds a new subsection (L) to Hawaii Revised Statutes Section 103D-102(b) listing this exemption among other procurement code exceptions.

• Justifies the exemption based on the remote, hazardous environment of Kaho'olawe (a 45-square-mile island with 90 square miles of surrounding waters), ongoing dangers from decades of military use, and logistical challenges with boat and helicopter transportation that have inherent planning and timeliness constraints.

• Effective upon approval, with a provision that the amendment survives the reenactment of Section 103D-102 on July 1, 2012, pursuant to Act 175, Session Laws of Hawaii 2009.
