Appropriates $10,000 from the healthy Hawaii initiative for fiscal year 2010-2011 to the Department of Health for developing and administering the Women and Infant Children Farmers' Market Nutrition Program.

Requires the Department of Health to develop and submit a state plan to the U.S. Department of Agriculture's Food and Nutrition Service describing implementation and administration of the program.

Establishes state matching funds for a federal USDA program that provides WIC recipients with vouchers to purchase fresh fruits and vegetables at locally registered farmer's markets.

Intends to address nutritional needs of low-income pregnant women and children while supporting Hawaii's agricultural economy through direct payments to local farmers.

Takes effect July 1, 2099.
