Establishes the intermediate care facility and skilled nursing facility interim study group to analyze quality of care at these facilities and review relevant state statutes and administrative rules.

Study group membership includes representatives from the John A. Burns School of Medicine, University of Hawaii public health studies, state department of health, Hawaii Nurses Association, a resident or caretaker of a facility resident, and the Case Management Society of America Hawaii Chapter.

Study group chairs are the chairs of the house committee on health and senate committee on health, jointly appointed by the speaker of the house and president of the senate.

Study group must review chapters 321 and 323D of Hawaii Revised Statutes and chapter 94 of Hawaii Administrative Rules, and investigate quality of care at each facility in the state.

Study group shall submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2011 regular session, with the act taking effect July 1, 2010.
