Establishes a procurement preference for construction contracts funded with public money that favor bidders certifying at least 80% of their workforce consists of Hawaii residents.

Bids that do not include the required Hawaii resident worker certification must be increased by a preference percentage established through rules adopted by the policy board.

Exempts procurement from this preference requirement when federal competitive bidding requirements preclude its application.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the Act's effective date.
